Sandlots Rules for 2019:
1. Scoring is standard 5X5 Roto. By league vote, the saves category will be changed to (Saves + Holds) for the 2020 season.
2. A complete roster will consist of: C, 1B, 2B, SS, 3B, CI, MI, 5 OF's, 1 Util, 9 P's, 4 BE's, and MAX DL's. There will also be a 12-man minor league roster (described in rule No.12.) Each team's starting pitchers will be limited to 180 total starts for the entire season.
3. The salary cap for the league is $120 million.
4. Active roster size is 26 and must never fall below 19 which means you don't have to replace DL'd players if you don't want to or don't have the cap space. After a DL'ed player returns to his MLB roster, he must either be returned to the owner's active roster or released outright. Healthy players cannot be parked on the DL.
5. Maximum contracts are for $10 million and maximum length is for 5 years (10/5.) Minimum contracts for veteran players are for $1 million and 1 year (1/1.) Salary and contract terms to be stated in whole numbers (no fractions or decimals.)
6. First round draft is a sealed bid draft. You may bid on up to 15 players and must rank them in your order of preference from 1-15. Everyone must sign his top two successful bids. After that you have the option to pass on any further successful bids. Any player the 1st successful bidder passes on will then be offered to the 2nd place bidder to sign or pass on. If the 2nd place bidder passes the 3rd place bidder will have the opportunity to sign or pass and that decision will end the first round bidding draft.
7. The 2nd round bidding draft works similarly to the 1st round, with two differences: you can only bid on 10 players, and you are only required to sign your top successful bid.
8. Once the draft administrator receives the first owner's sealed bid, he will immediately send his own bid list to the first owner. (Helps to avoids the appearance of impropriety.)
9. For the bid rounds, players are awarded on the basis of highest bid salary. Tie-breakers are as follow: contract length, loyalty rights, order of preference, and reverse order of finish from previous season. "Loyalty rights" tie-breaker: In the event of an exact tie in salary and years duration, if one of the tied teams had the player in question on its active roster or DL at the end of the previous season, that team wins the bid.
10. After all signings from the two bidding drafts are complete we will have a FA draft to fill out each team's roster. All players selected in this draft will be assigned a contract of $1 million for 1 year (1/1.) Any owner may pass at any point in this draft but once they do they are out of the FA draft. Once an owner is on the clock, he will have 24 hours to make a selection. If the 24 hours expires, the next owner in line may make his selection. The skipped owner can make up the selection at any time but must choose from the available FA's remaining at the time the pick is made.
11. The FA draft order will be the reverse order of finish from the previous season. The draft order remains the same for each round (no snake.)
12. Each team will have a minor league roster made up of rookie-eligible players with a maximum of 12 men (no minimum.) As per MLB rookie rules, hitters with fewer than 130 career at-bats and pitchers with fewer than 50 career innings pitched are eligible for the minor league draft in this league. Any player eligible for the minor league draft cannot be bid on in the bid rounds nor drafted in the FA draft. Undrafted rookie-eligible players can be picked up as FA's during the regular season at a cost of (1/1). Rookie FA's do not carry loyalty rights into the next season. One exception to the rookie-eligibility rules (established foreign players) is described in rule No.15.
13. The draft order for the minor league draft will be the reverse order of standings from the previous season. All players drafted in the minor league draft will be assigned contracts for $0 and four years, with one option (0/4/1.) Once an owner is on the clock, he will have 24 hours to make a selection. If the 24 hours expires, the next owner in line may make his selection. The skipped owner can make up the selection at any time but must choose from the available rookie-eligible players remaining at the time the pick is made.
14. Minor league player option rule: A team may promote a minor league player to the majors, demote him back to the minor league roster once, and then recall him to the majors again. The player who has been promoted twice has used up his options and cannot be demoted to the minor roster a second time. The owner wishing to dispose of the player must trade him or release him outright. Any team who acquires the player via trade or pick-up must assign the player to the active roster or released list.
15. Established foreign players who sign major league contracts with an MLB team are not eligible for the minor league draft and will be treated as veteran MLB players in this league. They may be bid on during the bid rounds, drafted in the FA draft, or picked up off waivers during the season.
16. Match Options: The owner of players with expiring minor league contracts will have the option to match the highest bid for up to two of those players during the next season's bid rounds and retain the players on the matched contract terms. The high bidder on the most expensive player whose bid was negated by the match option will receive compensation of the matching owner's first round pick in that year's minor league draft. The high bidder on the second matched player will receive the matching owner's second round pick in the minor league draft. Owners without a first or second round pick cannot exercise match options. Owners without a first round pick can only exercise one match option, giving up a second round pick. You must include the word "match" next to any player you intend on possibly exercising a match option on.
17. All FA's added during the season will be given minimum contracts (1/1). Teams that have committed their entire $120 million salary for the season may no longer add FA's to their roster unless the owner makes other moves to get below the salary cap.
18. Trades can include active players, minor league players, and draft picks in either the FA or minor league drafts. Trades may not include cap space or released players. There will be no trading between the Sandlots baseball league and Backyards football league. There is no trade deadline in this league.
19. Trades are subject to a 48-hour processing period to allow the LM to consider the fairness of the trade and so other owners can voice any objections. No trade that puts a team over the salary cap will be approved.
20. The waiver period is 2 days. Initial waiver order will be the reverse of the FA draft order and after a successful claim that owner will move to last and the order will never reset.
21. Released players continue to count against their team's salary cap number until their contracts expire or unless they are claimed by another owner, retire, or die. If a player retires from baseball before the current season starts, his contract is reduced to one-half the dollar amount, rounded up, and the duration of the contract will be set at 1 year. If the player retires during the season, his contract will remain through the season and then reduced for the following season. In the event of a player's death, his contract will be voided at that time.
22. After MLB rosters expand to 40 players in September, a player that sustains an injury that is expected to keep him out of the line-up for at least 15 days can be DL'd on the message board, even though ESPN doesn't allow him to go to the DL on their system. That player can be dropped on ESPN without the owner losing rights to him. When healthy, the player must be either returned to the active roster or released outright. This same mechanism may be used during Spring Training before rosters are whittled down to 25 players.
23. All transactions must be posted on this message board in the "Baseball Transactions" thread so that the message board team rosters can be kept up-to-date. Failure to post may result in reversal of the transaction on the ESPN league page.
24. The Baseball League opens the first day pitchers and catchers report to Spring Training (or, when all owners for the Sandlots league season are confirmed, whichever of the two comes last) and closes one week after the World Series concludes.
25. Prior to the start of each season the commish will give teams a chance to exercise a buy-out option on any player(s) under contract, both on major league rosters and released lists. The buy-out option allows teams to reduce the years on a player contract but increases the salary at which that player is signed. If you choose to exercise the buy-out option on any player, the player contract length will be half the original length but the player salary will be doubled. For example, if you choose to exercise the buy-out option on a player with a 4/2 contract then that player would now be under a 8/1 contract for the upcoming season. All buy-out options must be posted prior to the start of the season. Since the maximum contract allowed is 10/X, the highest salary that can be bought out is 5/X.
