No, the rules say if a pick passes 24 hours, the owner is out of the draft, and there are no allowances to make up a passed bid.
19.....You must post your selections in the FA and Minor League drafts within 24 hours of the previous selection or you will be considered as passing and removed from the remainder of the draft.

Bob - that original rule was changed last year - I'll go back and find the thread that led to this:
10. After all signings from the two bidding drafts are complete we will have a FA draft to fill out each team's roster. All players selected in this draft will be assigned a contract of $1 million for 1 year (1/1.) Any owner may pass at any point in this draft but once they do they are out of the FA draft. Once an owner is on the clock, he will have 24 hours to make a selection. If the 24 hours expires, the next owner in line may make his selection. The skipped owner can make up the selection at any time but must choose from the available FA's remaining at the time the pick is made.
When I notified Dan that he had timed out, I mentioned that he could make up his pick. Maybe he didn't catch that part.

Read below the posts near the beginning of the Minor League Draft from last Spring. We changed the procedure because we were tight on time and didn't want the time frame to unduly punish any owner. Bob - if we had not altered it, you would not have drafted Michael Wacha last year... The general discussion at the time was that making up picks doesn't cost us any time, and the forgetful owner is punished enough by moving back in draft order. It was never changed in the 2013 rules list, but is written this way in the 2014 rules posted. You have a point there,but I was new to the league there,and though my time was up at ten the night before, I had my bid in by before nine the next morning. It is tiring to see a pair of time ellapse, and the one that now realizes they missed the draft not take note until two full days had passed. Then we have a second pass their slot. I know it not my place to decide, but it is trusting to myself and perhaps others to sit and wait and wait, making sure our time hasn't passed see the rules changed. I know also I could be considered the pot calling the kettle black. Just frustrated in waiting so long,and spending so much time watching.

Understood. If you wanted to keep the old rule, you should have voiced your opinion at the time. That was a year ago, and it was a change that was generally agreed to. It would be better if everyone made their picks quickly when it was their turn, but the rules allow for 24 hours and experience shows that sometimes real life takes priority over fantasy. If you feel the 24-hour clock is too long, see if you can garner enough support to get it reduced.
Even with the 24-hour clock, we will get the minor league draft done in a timely manner.

I guess Rich was smart, and picked quickly so that those who missed thier picks couldn't jump back in and take the player he wanted. Could be a smart play for others...hmmmmm.....

Looks like round 1 is over except for the teams that timed out....do not want to step on any toes but I am going to be away for the next 14 hours or so and feel I better get my round 2 pick in now....with 1st pick in round 2 the Whales select (OF) Clint Frazier of the Indians! The Whales will also be cutting minor league player later in order to draft in round 3.
